The rule isn’t in effect yet. And when it does become relevant, they won’t even be “taken down” initially, they’ll be politely warned. So you’re a bit early here.

Multiboxing itself won’t be against the rules. You can still play 40 accounts at the same time if you want. You just can’t copy your keystrokes to the other 39 instances of WoW you got running. You have to play each instance of the game you got running by yourself and unaided by any programs.
Multiboxing isn’t bannable in and of itself. They have ruled certain methods of doing it as against ToS however.

If, on the other hand, you break into the alleged offender’s home and take video of them using software to do it then you can probably report them.

The average player has no way of knowing what’s what. In my opinion reporting any multiboxer shouldn’t be discouraged, but spam reporting when Blizzard does not take action on someone not breaking the rules should be.
Not all the players are moderator-level familiar with the guidelines. They should be permitted to report - just not abuse the system.

Firstly: Multi-boxing isn’t banned. Key duplication is.
So no they don’t need new hardware and even if so an 11 year old CPU: i5-2500 can run multiple instances of WoW.
As to this having an effect on bots: we’ll see. I’m not that hopeful, seeing the gold farmers don’t care about accounts being banned. They’ll just create new ones on mass and I doubt Blizzard has the will or means to ban them fast enough. They also don’t use the same tools as multi-boxers.
I doubt this is as big as a win some people make it out to be. That being said: no need to create 500 new threads on this news. There’s enough of them to post your opinion in.
