It’s intendeed. They don’t want World Buff in raids, and so you can expect they don’t want you to chase buff in dungeons to cheese boss in raid.
If you want Fire Resist, bring Paladin Aura / Shaman totems and your fire resistance gear.
Ragnaros is going to be tough without many fire resistance and 60mn before he disappear for the week.
Also, this change make the game more pleasant, because otherwise every single wipe you had to go back to UBRS again.
It´s Classic era, we have world buffs, im not refering to SOM, someone just mess up, please fix it blizz

There hasn’t even been anything about it in any patch notes. It worked pre-1.14.
