So I just did the last quest of the Onyxia attunement (the one where you escort Windsor) and when the dragon fight started he just stood there glaring into the void. Long story short all the dragons died he didn’t die and Lady Prestor (or whatever the name was) respawned and they just started a staring contest. Bolvar just stood down on the stairs next to Windsor in a fighting stance and was unable to be talked with. After five minutes both Windsor and Prestor despawned but Bolvar just ramained down on the stairs. And he is now bugged. After about five more minutes Prestor and Anduin respawned and they are just standing there with Bolvar standing down on the stairs. I guess I managed to save Windsor but at the price of my attunement. Worth it? Also Blizz pls fix. 
This was broken in 2006 and still is broken. They won’t fix it.
Bugged out for me twice aswell. Once at the start on the bridge, nothing happened for 15 mins. And once in the castle too. Just gotta drop it and pick it back up.
Does Windsor respawn even though i dont have the quest anymore? I completed the prequest but another group started the escort and now he doesnt seem to spawn for me anymore
You spawn him by talking to another guy. Check your quest log for the name.
You have to talk to the guy at the gates, and Windsor shows up to start the whole event.
By the way, this is a raid quest, so no matter how big your group is, if you see there are more people waiting, just make one large group with everyone.
