Maybe I am just unlucky. But soon level 10 and no pouch drop yet 
I remember in vanilla on all those characters I created on both side of the fence, I would usually get one (or sometimes even two) between level 1-7. A green one, a red one or a black one… but so far none.

I’ve looted one so far, at level 4. Nothing since, luckily lots of tailors around making 6 slot bags just for the mats. Happy days.
Yeah the drop rate is low. Lets say I have a friend who played a lot of private servers. On private the drop rate of 4 slot bags was cranked up the max so probably many players who are used to that.
I guess I have been lucky, have found 3. Have a level 10 and a level 7.
I got 3 bags in elwyn stress test and zilch now, must be unlucky .

I had two Small Black Pouches by level 7.
Level 11 and no pouch.
Tailors are willing to make bags if you have the mats so it’s all fine.
i got 2 in the starting gnome area by lvl 7ish so they are dropping.
2 by level 10
You can buy 6 slot bag on AH for like only 3 silver or ask someone to craft you one (just bring mats).
