Tho part of me thinks i really should complete siege on 15 too to have all on 1
the achievement is a feat of strength. Once unlocked it will show on all characters.
But it has to be unlocked on one. You cant do half the +15’s on one and the rest on another. Unless this has changed but im pretty adamant it hasn’t.

‘In the new PTR build, Blizzard has changed the Keystone Master and Conqueror achievements, to complete all Mythic+ dungeons in +15, to be account-wide. This change means that you can complete each dungeon in a separate toon and still complete the achievement. This is important with Season 4 since completing Keystone Master will grant players a season-exclusive mount and Keystone Conqueror a season-exclusive title.’
I think I recall you posting recently asking if it was possible to get the achievement done before prepatch, so big congrats on getting it done! (And apologies if I’ve mixed you up with someone else!)
It’s certainly nice that it’s account wide for those who play several characters. I’m assuming (and certainly hoping) that this will be the same going forward into Shadowlands.

I’m glad you caught up with the news 
Shrine was my least favourite although our team totally hated going to Tol Dagor.
