So + Spell Damage and + damage & healing effects .. how do they work?

Trying to figure out how these stats work.

My frost mage has a chest piece that has +19 frost spell damage. Does that increase the damage of each frost spell by 19?

Have an orb that increases damage and healing and magic effects by 13. Does this add 13 damage to each spell?

Or is that too simplistic.

Basically, your spells scale with a percentage of your spellpower. The higher your spell rank, the more percentage you get.

I believe max rank of frost bolt benefits from 80% of your spellpower. 300 spell power / frost spell power would increase frostbolts damage (max rank) by 240.

It is too simplistic. But +spell damage does increase damage of spells. Direct damage spells benefit more. +Spell dmg does very little for say Arcane Explosion or Blizzard for example.
You can read more about it if you google “wow classic spell coefficients” or such if you’re interested in learning more about it and which spells scales the most with +dmg.

You get 100% spellpower coefficient on spells that have 3.5sec cast time at max rank. Slower cast time and lower ranks give less.

If you google “classic wow spell power coefficients” you will find many videos and info.
