I thought the Claw with the Tome of Shadow would be the best but people are saying the staff is better? Is it true?

2% spell crit > 8-16 spell damage.
Staff also has hidden +24 Charisma.
Staff of Shadow Flame is about 8 spell power upgrade over Claw + AV tome for mostly BWL geared mage/lock/boomkin. Less so for spriest, as they value raw sp higher. Furthermore, Claw is about 14 sp above Mageblade + tome, which itself is leaps and bounds above anything else you can have (Dominance, Bloodcaller, Sageclaw, Fang of Venoxis etc.)
1% crit is worth about 13 spellpower for my warlock. It’s probably worth more for a better geared warlock (I have about 400 spellpower, the more spellpower you have the more valuable hit and crit become).
Therefore Staff of the Shadow Flame is the best available weapon for now.
It’s different for shadow priests, where crit it less valuable (and Lok’amir is an option) and might even be different for mages where I think crit is less valuable too, at least with frostspec.
The main difference between mages and warlocks is that warlocks get a crit multiplier between 2.4 and 3.0 (depending on the previous and the next 4 shadowbolts landing as crits or not) while mages get a crit multiplier of 2 with frost and something similar with fire.
