If there is speed running to be done while adhering to the rules there is those that will jump on that. Theres things for everyone in this game.
There other ways of joining the group legitimately. People have been matching groups for many years now for pvp queues. BliĀ£Ā£ard has known this has gone on for a very long time. You donāt even need to use your main account for the twink. You can create a free account and run it risk free.
BliĀ£Ā£ard did an Ilvl squish with all the old twink gear, and then went on to sell new gear for TWing badges in Tanaris. BliĀ£Ā£ard are not against anything which drives economy in the game. The economy sells tokens.
Sadly weāre a minority, most people who queue for a dungeon donāt do it because they enjoy the run, they do it for the reward (experience or 5 dungeon chest). Sometimes I wonder if dungeons would be better without those incentives, longer queues but mostly people who actually want to be there and not just be done as quick as possible.
As for skipping bosses, this is 100% solvable by blizzard if they tie the dungeon completion rewards to doing all the dungeon main objectives and not just the last boss. Considering the dungeon already only counts for the vault if you do that (and Dire Maul and Zulāfarrak often donāt count for that reason) I believe it shouldnāt be too hard to gate other rewards behind all main bosses.
Although for older dungeons it also depends on what the game considers a main or a bonus boss.

i actually met yesterday a 11 vulpera twink and he ESPECIALLY took time to kill every boss
dude knows there are tokens inside.
100% you met some brainless player who dont even know that infinite time reaver mount drop per EVERY single boss 
Yup, most Twinks are made for that purpose, farming badges.

the scalling on level 70 is straight up broken.
i was doing usual 1 TW completion per alt per week and i met DH 78
dude green items got HALF HP HIT
me on my instant healing evoker cant keep him up. same on my disco prey
the scalling is just pooor and sad.

Itās not even about optimizing. Itās just fun smashing up the content with extreme ease. Thatās fun.
In the private group finder there are options to filter so that groups can be:
filtered by specific faction
filtered by specific rating
filtered by specific ilevel
by the person making them, and several addons exist to perform filters by required role for those looking for a group.
Why not just add a simple check box that says āOnly queue me with people of my level, I understand this may make queues take longerā
For what they need so many bronze. I bought all 13 sets simply by leveling couple of alts.

You can exchange Bronze Celebration tokens for Timewarped Badges at a vendor in the Anniversary fair in Tanaris. 1 token ā 20 badges. And right now we have had items added for Timewarped badges that collectively cost something like 50000, so Bronze are a very efficient way to farm the badges.

I see nothing wrong with it. Itās not widespread so the chances of coming across one is low anyway and if you do, just complete the dungeon and move on with your life.
Different people find enjoyment in different things, why do some people just want to suck the fun out of everything?
Over coming a challenge is also fun
Do you know what purpose the lvl 11 xp capped twink run the timewalking dungeon with you guys? You said half hour session and your group consist of 3 guildies and you. The twink gets no exp he plays xp capped and they use these to boost. I just wonder if you happen to know why he was in your group for running those dungeons. He just happent to like do those dungeons on his twink or what does he get from it do you know? I saw said in this thread that they circumvent rules by using some macro to join these runs 
Seems like sensible suggestion, especially if there is some exploit done with it.
i just leave the dungeon if i face such people . a 30 minute deserter buff is better then seeing a tank or dps kill everything with one shot with no skill no challenge

But on the other hand, youĀ“re not āroflstomping the dungeon for funā by simply skipping everything but the final boss, youĀ“re beelining to the rewards because thatĀ“s all you care about, and thatĀ“s what (from my perspective) most people incl. myself are taking issue with.
I used to also run TW as a BDK under the old scaling, and I would never skip bossesā¦ in fact, it was more likely that for ex. you would actually get rewards from all 4 bosses instead of only 3 like in every other run in something like Jade Serpent, because I can easily solo lorewalker after wise Mari and catch up to the rest before Liu was down, so we could all kill Sha together and get, with maybe a 2 minute total time differenceā¦ But we can safely assume that others would simply skip straight to sha if they could and happily screw every leveling player out out of his quest progress and XP, and thatĀ“s when people generally start to complain, and IMO rightly so
