Same issue here! Norway - Altibox. Playing mostly without addons, deleted most WA. Tomorrow is reset day and raid and keys are starting, my friends are already tired of waiting for me Ctrl-alt-Del and restarting game for almost every key and other content we do.
I do hope they will fix this before tomorrow.

I have cancelled my subscription, game is unplayable right now…
Would be helpful if you include where you’re from and some tracert logs as explained above.
Its not only altibox and norway. I use Telia and I see other countries have problems too
This is affecting billions of people and should be highest priority now

I’m actually getting frozen and dc’d even with a VPN now.
A lot of people yes, but billions is maybe stretching it? 
It honestly feels worse today. Getting more loading screen errors than earlier. Would be nice with some more response on this from blizz now. Its clearly an issue for a lot of players
It is worse today than it has been since launch of 10.2.
Hopefully that means that they’re trying different stuff - Back to Proton VPN, dudes.

Seems fixed for me now, Altibox from Stavanger. I haven’t gotten stuck since yesterday
(edit) literally as soon as i tabbed out to write this I got stuck 
It’s not fixed. Still stuck in loading screens.
I’ve had the same issue as many of you are describing for over a week now. Almost every loading screen ends up in a disconnect/frozen game. Is there any solution to this?
