We love empty cities in a massive multiplayer online game.
Thank God that Blizzard found a solution to the succes of an MMO.

all this just to get disconnected every 20 mins, layered mid combat and teleported 200 yards in a random direction into 3 packs of mobs. ty blizzard its nice to see things have improved since 2019 
nice job listening to the community that only plays when they retail gets a bit stale 
But other than some minor issues like that I do think the launch couldn’t have turned out better. People are having fun again, the community happy, it’s nice.

Seems completely fine by me, layering has been helping me a lot with leveling/questing, I’m completely fine with this
The fact that the cities are empty is not entirely because of layering, people are just busy leveling on the starting zones, forcing those zones to have multiple layers
as soon as people move away from the 1 - 15 levels, you’ll have your cities full again, most likely
