Granted I’m told on different sides that kaldorei can use it but only if a priest or druid is present or that any kaldorei can use it or that the circle own it.

I have never heard of Cenarion Circle owning the wells or that anyone owns the wells at all. They are there for people to use. Which is why they are usually in the middle of the settlements so everyone has an access to them when they need.
A Priestess or Sisterhood might have a jurisdiction over the area where the Moonwell is located and thus can decide on some of the use (primary distribution of the waters to the troops) or the Druids might be using it more often to gather the waters before entering the Dream but I very much doubt there is any ownership per say.
Strange but then again as you say, people use head canon. Which in itself is silly.
I know some do it in Duskwood and its purely as some kind of weird powerplay.
And sometimes its a Zandalari Cenarion Circle Druid who does so, which makes as much sense as a Dreanei Blood Knight.
I wouldnt pay it any attention, just get some friends and go make use of the well as intended, drink the water, bless your food, sooth your injuries.
From the various quests and lore in stories I can assure you that the Wells are free to be approached. One should be respectful though because they are sacred and should not use them if there is no need.
If you do some questing in Ashenvale for example you are sent to visit and interact with various wells for various purposes and there aren’t any stationed guardians or “owners”. Same in the quest on Teldrassil which explains the recent history of Kaldorei or the druid quests - a lot of it is in the Druid order hall quests in Legion - who gather the waters as they please for the use of entering the Dream etc.
That anyone owns the moonwells or would not permit wounded or those in need near it or use the waters for healing, cleansing, mooncloth making, druid rituals, blessing of armor or arrows and replenishment of mana is a pure Headcanon if the person insists it is “lore”. And such interaction should be handled icly as it is - pure nonsense.
I don’t know, once you start rationing the water. That’s when I start to go what? Which mind you Duskwood the only place with that kinda thing. But then again they tend to treat it like it’s gonna run out
Duskwood is well known for its headcanon fondness. It is what it is. I would pay it no heed and follow the lore. Everyone can of course rp what they wish but same everyone can react as they wish.
And if one wishes to follow confirmed lore over a headcanon then they should be able to do so
Also I doubt the well is in any state of distress as the Gilnean heritage armor brings us there and there is no mention and the nearby Dreamgate is freely used so the Grove must be in health and good order.
I often treat lore over head canon anyway, hence why I asked here. But it’s clear that alot of the issues were false so thank you for giving me a brief lore lesson
As a rule, a good way to learn about moonwells is to look at how the duskwood druids treat that one there, and do the exact opposite.
Think of them as similar to how folk/pilgrim shrines are used IRL. People are free to use them as they need and nobody is technically in charge of them, although certain groups may make it their business to maintain them to ensure they remain in good shape. Similarly if you misuse or deface the shrine you’ll piss off a lot of peoole, and although they have no legal powers to make you leave, they’ll use what tools they do have to make it clear you should.
I wouldn’t say everyone and their mother can approach and take a nice little vial of it, considering they need to be replenished (through a pretty long process, too, see Crown of the Earth quest line). Lastly, there’s the example of Mordent (Highborne) being yelled at by a sentinel for even looking at it when he first seeks an audience with Tyrande, so I wouldn’t say those known to thirst for power, for example, are exactly liked to be near them:

See i put that down to a distrust of the Highborne, which kind of carries into the Wolfheart novel. not everyone was hype to have them around.
Don’t see it being different for void elves, demon hunters and warlocks of other races.
Wouldn’t exactly limit it to just Highborne when her issue is clearly about wielding its power.
i was talking about that example you just posted, between a sentinel and a Highborne. they put their distrust of highborne before anything else.
Yes, that is obvious, but as I mentioned when I posted the quote, it is in my opinion a good example of not everyone being permitted using it. In this case Highborne are, at the time, in the group of big bad magic wielders.

I’ve seen quite a bit of both in Duskwood over time, but certainly alot in what you bring up as well!
