Exactly, the options from each row should compete with each other for the same area… be the same type, same goal only through differently designed abilities.
This is a meaningful choice, how do you want to CC?

Not… do you want more mobility or 1 type of defensive or another type of defensive…

This would allow Blizz to actually balance them against each other properly.
