In Vanilla you could buy this recipe even if not a Rogue. It’s the Thistle Tea itself that’s Rogue only. It is not for sale to me in Classic

Yup. The BoP is a quest reward. Rogues only. The BoE one is a vendor item. It was available to everybody when I - who began playing October 2006 I think, had reached a level to go to Arathi Highlands. I did not bother to buy it as I could not drink the resulting beverage. A decision I was regretting the rest of my Main’s life in retail.
This should answer Swartepiet as well. 1.12 was in August or September 2006 - before I ever began playing.
I just looked in the old patch notes. The BoE version was sold to - and learnable by - non-Rogues up to WoD (Maybe pre-opatch) Definitely a bug, then.

EDITED TO ADD: Oh, boy. I just read those same patch notes. The old BoE version for everybody was removed in patch 1.3.0 The time I did not buy it must have been a fluke, bug or whatever. Sorry guys.
