Thunderfury - Tagging Thunderran and looting the Wind Kissed Blade

Is there any way for anyone else other than the person summoning Thunderaan (that is, the person turning in 10 elementium and the bindings) to get the Thunderfury?

Can the Wind Kissed Blade “Begins a quest” thing be rolled for?
Master looted to a random person?
Can the Thunderaan tag be stolen by the same / opposing faction?

Only the person on the quest can see the item according to Wowhead comments.

Not sure about the tag thing though. I’m guessing you can just drop/restart the quest to summon Thunderaan again.
