Time rift quest weekly not for alts?

I tried understand read wowhead.

Since me first time do time rift on my main hunter. Done Weekly quest.
One reward only for panda vender. Transmog farm!

I try log alt, shaman same for mail tranmog. But I dont in group and wait she pop quest as time hit. Nothing show for my shman… Blizz edited not allow alts farm faster for tranmog from panda vender, huh?

The quest is a once per account per week quest. Don’t know why it’s like that but that’s how it is.
