Having experienced the superb underwater delves, I would like to see the same applied to raids too. The fear of drowning adding another interesting element along with the aoe targeting changing if you’re on the seabed or a few cms above it.
I feel the slow movement of your character combined with the drowning panic would be a good challenge for players.
Very rarely there are topics where I suddenly wish I could unlike a post Awful, I hate the threat of drowning! In EQ we had a raid like that and it always was a giant mess. I do think you’re having a bit of fun at our expense, I doubt anyone would genuinely want such a horrible thing lol!
Casting futiley on a mob that appears to be in front and above you and wondering why you cant hit it until you pan your camera and discover it is actually behind you is peak gameplay everybody needs in their lives.
While not entirely underwater, we have had Eternal Palace take place thematically underwater. It even had a boss with players swimming in three dimensions.

I avoid those like the plague.
Did them like 3 times and it was enough.Doubt I am the only one hating underwater things,be it delves,zones or whatever.
There was an underwater raid planned back in Cata but:
The mechanics were just not well adjusted for the wow engine underwater. Fights were happening in a 3D environment but Line of Sight still worked as 2D so a mob floating a little above you couldn’t be Lightning Bolted.
There were too many caves too, I spent so much time looking for entrances.
That zone looked amazing and should have been great but it ended up being frustrating and irksome.
I’ve always hated Rush mechanics.
I hated drowning in WoW back when Breath lasted only 30 seconds (or was it less?) so swimming down in Coilfang Reservoir back in TBC was a pain.
I hated Sanity in Visions. So I basically gave up on those.
I gave up on Torghast when they changed it and added a Timer.
I’ve never done M+.
It’s turning the game into Sonic the Hedgehog. Rush rush rush.
RPGs are more about strategy and puzzles. Thinking about how to solve a problem rather than just running through it.
Ah yea, I can’t wait to have to buff 20 people manually with “Unending breath”. What next “kill mobs for soul shards that are items you need to keep in your bags (not stackable ofc)” or “trade Healthstones manually to each individual player”?
Personally I loved Vashj’r but I’m not a fan of the underwater Delves and certainly wouldn’t want to see a complate underwater raid. We already had underwater raid bosses like the Behemoth and even then it was more or less “fight this huge fish like it was on land”
