Got 5 from killing mobs in vol’dun and nothing more, seems to be a cap of some sort 
Got four from some random Horde grunts during an assault. I swear if this is timegated…
ran freehold normal got 1, 4, 1,1,1 and have 8 now

I got 5 and havent got a single more for 1h now. Not even at the farm you mentioned
am at 6/40 now after killing mobs in stormsong monastery near boralus.
cleared freehold normal after that and no additional drops.

Yep same here. Either it’s buggy or the drop chance is extremely low. I’m currently killing Syndicate in Arathi and nothing so far.
The drop rate cant be extremley low, if people got 3-4 the first pull and then it stops. its gated
cant be gated though when one is already finished.
