Will Viscidus freeze by using Blizzard? I don’t see why it wouldn’t, since the tooltip says it does frost damage every second for 8 seconds. It’d be faster than Fire Mages’ rank 1 Frostbolt that takes 1,5 seconds to cast

Basicly there is no need for blizzards, cause their tick is same as cast time of frostbolt rank 1. And frostbolt costs less.
So blizard rank 1 costs 320mana and ticks 8 times (1tick/sec), forst bolt rank 1 costs 25 mana and has a 1 sec cast if talents are taken (8casts x 25mana=200 mana) so you save mana using frost bolt. If you dont have frost talents to lower Cast of Frost bolt i would say Blizzard would be better.

This is complete disinformation, please disregard this.
R1 frostbolt has 1.5 sec cast time (that is NOT affected by Improved Frostbolt talent), so one flies out every global cooldown. Blizzard ticks every second, but only the first tick counts as frost damage source. So you can do one blizzard or one frostbolt every 1.5 sec. Blizzard is more expensive but can not have it’s cast time slowed by incoming poison bolt. The difference is negligible really, and i recommend using frostbolt anyway, as batching might do some havoc with your chain blizzards.
Further: wands now count as frost damage source after a hotfix, but have inherent 9% miss chance that can only be mitigated by ranged physical hit gear, and good luck getting that DFT
The list of frost hits frequency is as follows:
1.3 speed wand > r1 frostbolt with 98/99% hit = chained r1 blizzard > 1.4 speed wand > r1fb with nature res swapped on instead of hit gear (this is what you should actually do as a “normal” player) > 1.5 wand etc.
