I think what Havi means is the quest implementation.
In the Alliance version of the quest the player helps the 7th Legion ādiscourageā the vulpera by burning down their caravans and driving them off.
In the Horde version they burn down their caravans, torture the ones that fall into captivity and burn them alive.
There is a small distinction between the two method of approach, and although the second part may look outlandish for the Alliance it actually is not that far away from imaginable for them (see the actions of the Silver Covenant during the purge of Dalaran where they were also torturing and killing Blood Elf civilians).
And the Captain Peake guy in the Barrens, that kicked an orc prisoner blind.
OT: Vulpera has one of the best casting and running animations in the game.
I love their running animation. If you look closely at them from the front they kind of squint back and make a >:] face while they run itās adorable

The Silver Covenant are a force of High Elves. While they might be āfriendsā to the Alliance. The Alliance is not responsible for High Elves despite the assistance High Elves have provided in Alliance military efforts like the few that ended up in SI7 because the High Elves are not a member of the Alliance.
Some have been arguing for High Elf membership for a long time now.
Look at the Ogres. They came with the Horde through the Dark Portal. Have participated in Horde operations like Swamp of Sorrows. But Ogres are not members of the Horde.
Jaina Proudmoore a student of a neutral city Dalaran. Leading a neutral city of Theramore is friendly to the Alliance but non necessarily Alliance. As the Kul Tirans withdrew their membership of the Alliance after Jaina sold out her dad for peace with the Horde.
So technically there were no Alliance presence in the once neutral city that the Horde violated its neutrality. With the events some call the āpurge of Dalaranā.
This can easily be explained. Since their schism the High Elves and Blood Elves have a rivalry / hatred against each other. So the High Elves aided a very power Mage to arrest the Horde in Dalaran and pacify those that took up arms.
Horde propaganda will always paint the Alliance in the least favourable way.
But the Alliance does not burn people alive. We are not the Horde. That is Horde tactics like what they done at Teldrassil.

Vulpera are well known for moving things around via their caravans. So if they have the maps and learn the territories. Then that is transport and logistics. Without supplies some places become indefensible. So it could become a problem especially should Vulpera become skilled at escaping Alliance patrols.
