A few moments ago, we disabled the currency transfer function in order to address an issue with the system.
As soon as we’ve got a fix for it, we’ll re-enable currency transfers.

Strange, why did I not find that when I was searching for “transferable”, and when I went on the US forums it came up with that article.
Anyway this topic is apparently superfluous. Have you as an MVP got moderator rights?
Look for posts with the Blizz tag. For whatever reason those are not pinned up to the top and usually get lost in the spam.

I find forum search is a bit hit and miss but all Blizzard posts are easily found in the the Blizzard Tracker category tab at the top.
