Was Booty Bay always considered "inside" for the whole City?

Yes. As far as I recall they changed the environment flag and allowed mounting during WotLK.

Think of those poor Warriors, Priests, Warlocks and Paladins.

Travel form doesnt work either in Booty Bay. Neither does Feline Swiftness

By rule of thumb you can say that Travel form doesnt work where mounts dont work and Feline Swiftness also requiers you to be outside.

Only exception is that you can travel form in combat.

Indeed… I forgot that you cant instantly change from one shapeshift form to another without a macro…
