All you are doing is trying to use irrelevant reasons why its different, but its not.
Post from your main and then you can say something.

Warrior do need more utility. Disrupting shout should be moved to the class tree. I would also love mass spell reflect for every warrior. If it does cost us some dps decrease along the way so be it.
I really love both arms and fury playstyles, especially fury it’s super fast paced and I love it as I love havoc and outlaw. Bringing more utility would instantly raise the skill ceiling while keeping a fairly low skill floor. In my eyes, it’s a win-win situation.
Edit : Talking about DPS warriors only. I think Prot warrior are in an excellent spot utility wise thanks to disrupting shout and shield charge.

I rerolled a ret paladin and the difference gameplay wise compared to arms & fury is chalk and cheese. The most significant difference that I felt in addition to the plethora of utilities at their deposal was the range - ret paladin hits way beyond the reach of a warrior - it’s comical.

Well my statement was just a TLDR of what “normalization” is supposed to be about. And of course it should not be limited to only raid buffs.
For example the AoE shield of the mage. You could say Rallying Cry now has the same CD as the AoE shield. It acheives the same thing: Extra survivability for a limited time. But in a different way (extra HP). Which gives warriors that extra token of flavour and makes them unique to mages, even though the skills acheive the same result.
The point is that you choose 3/4 specs (not ALL specs) and make this “normalization” on them. And then when its time to choose a meta, the slot a mage would occupy can be swapped for a Warrior with out decrease in performance.
And this would create more than 1 meta comp. 2, maybe 3 meta comps. All equally effective. So we go from 5 meta specs, to 10 or 15 meta specs. Which is an improvement do you think ?
