That would be analogous to “you can carry guns and knives everywhere, just do not kill anyone with it”…
Guns and knives are PROHIBITED in the streets in the main, even with a licence. I think the licence allows you to own a gun, keep it at home, inside a locked cabinet, and the bullets inside another cabinet. You can only carry it on your person if travelling from/to the firing range and always empty. You cannot carry knives at all.
Multiboxing therefore should be banned from anywhere except maybe an instance or a scenario where it is just you and other multiboxers. Not in the open world and not in instances unless you tick a box “allow multiboxers” or something.
Let people vote with their feet see what happens.

This is a good idea. If you don’t want to ever see multiboxers, tick a box. This is much better than banning them. Better yet, make it opt in, so you have to tick the box if you want to see multiboxers.
There are some existing solutions that resemble this, certain realms in the usa where multiboxers congregate and form guilds, perhaps there should be a similar thing in the eu region, but the cross realm feature perhaps nullifies that. So maybe if there was a battlegroup that permitted multiboxers and other battlegroups did not, I’d be happy with that. It would need to be a new battlegroup, any multiboxer that logs in would have the option to transfer their characters to it and would not be allowed to multibox on non multiboxing battlegroups.
