I have weapon skill of 105 with mace. Changed to an axe with weapon skill at 84…it rose to 94 about 20 kills ago and has not risen since. I am killing things 1 -2 levels higher than me but still…skill is not rising. Is this normal or have I got a problem?
I am a lvl 20 pally.
It can take a while to level once you are nearing your skill level cap.

Try getting some more intellect. In vanilla it increases the rate at which the weapon skill levels up.

Get used to it, been hitting the same immortal mob in blasted lands for 3 hours to get a single skill level. Also take in mind your racial gives a +5 to maces and swords, not to axes, so always try to use a sword or mace during leveling.
attack mobs at lower level and maximum your level. the difference between your weapon skill and the mob’s defense skill is very large and it causes a lot of misses so it reduces the rate

I usually equip my last weapon at a relatively high level, say, 30, and I have no issues leveling the skill. For quite a while I get a point each swing, including misses, hits, parries… You might be right about a slightly lesser chance when the skillup chance gets below 100%.
On (some) private servers, you don’t get skillups if the enemy is gray-1.
It’s worth casually leveling weapon skills because you might come across a nice item (typical: Ravager, which is a 2h actually, a different skill) that’s worth using despite the free skill (hit rating).
