Weapon speed normalization is about lets say a 4 second weapon dont get 4 seconds worth of attack power, but is set to a faster calculation.
The weapon damage is still completely counted.

A slower swing generally would give better crits but a fast weapon - on rogue - would give better poison application chance - and weapon enchants application
I think - and this again is my aged brain - was that a sword rogue, combat rogue, tended to do more damage over all in an instance due to the higher white damage from slice and dice
But that a rogue with daggers had far better burst dps
My son used to play combat rogue with THUNDER - apparently rogue burst tank - with swords - was a thing late Vanilla and TBC
