Westfall Ghouls spawning time?

Yesterday I was at moonbrook and there were no Ghouls in the graveyard at 9:00 pm.
I saw the rare ghoul near the mine a few days ago at around 9:00 pm.
Were the Moonbrook ghouls from post-Vanilla? Don’t remember myself
Or are will they spawn later at night?

It’s not a major issue, just liked seeing the vultures being replaced by Ghouls.

I think they had been. It was completely empty.
But they do spawn then? I will go and see later tonight then.
