I’ve been saying it from the get-go. Outside of Suramar Legion was as bad as BFA. If we swapped BFA and legion then we’d be as sick of Legion because there’s no new genuine features.

Legion was way better than BFA in so many ways. The content felt alive and the zones felt like a place you’d love to explore. Unlike BFA, where going through places is a pain, and sometimes utterly demotivating.
Story-wise, Blizzards suffers from a simplified story-telling, something that (imho) doesn’t really pay off. You see it in both Legion and BFA, but it’s easier to appreciate it when you have a demonic threat over a faction war. Anyway, many things such as the artifacts bits were really cool.

Really cool class lore like all warriors being dead now IC or something. And priests being sidekicks in their own story to paladins. And everyone gathering side by side and singing kumbaya every night.
BFA gets crap, but thematically faction war is stronger than the inevitably easy world ending boss that we just flick boogers at and it dies.
The story has been crap, but not because faction war is boring.
