This is not a bug, Zyretha, and this has been confirmed internally before I posted my response in the thread in question.
If you believe nonetheless that it is, you can report a bug in-game. It does the exact same thing as making a post on the US forums, in the Bug Report section. US players can also report a bug in-game. The US forums do not have a higher priority than bugs reported in-game.
Alternatively, if you believe that something different was said in the past, I can only encourage you to send your feedback about this issue to our developers.
Game masters and Customer Support cannot change how the game works.
