Back in vanilla u could turn off the god damn rain. When Gf is playing on her shety computer the rain is sht. Where is the weather effects bar? Give me the old classic menus back

I got the other problem - have a good laptop, but I get no weather effects…Any Ideas?

Try /console WeatherDensity 0 in chat.
Intensity may go up to 4 for full effect. 1 should be less system intensive and 0 is off.
Not sure if it works in Classic, but worth a try. They ought to add a slider in the video settings.

There is not weather all the time. Not sure how much you played. but play enough in zones with snow or rain and you should see them sooner or later.
There is a way to turn it down but be aware it is linked to spell effects also… this will Drastically reduce the rain though and its under:
System>Particle Density. Turn this to low and watch the rain go away.
Well, thank you very much blizzard for removing 32 bit support. You can have the Best PC, have Windows 10, but 32 bit and still not be able to run this game.
The best PC but 32 bit…find the oddness in that sentence.

Buy a real computer, no bs laptop from 2006
Type:
/console SET weatherDensity 1
should fix the issue
