World of Warcraft more than other MMOs have done one thing better than others. Faction pride. The factions - races is how people/player experience the World of Warcraft.
This nihilistic: Let’s destroy the factions. Idea will not work. Neither will the faction race restriction.
Years ago Elder Scrolls Online tried the same thing. With the 3 banners war. Aldmeeri Dominion = High Elves - Khajiit - Wood Elves. Daggerfall Covenant = Bretons - Orcs - Redguard. Ebonheart Pact = Nords - Dark Elves - Argonians. With Imperials being able to join any faction.
There was an option to remove the faction race restriction but instantly the immersion was broken as there were so many race traitors running around.
For all of the complaints about Vulpera caravans. It would be strange to have Vulpera fighting under Alliance flags and yelling “For the Alliance”.
To see their tents litter Stormwind or Ironforge. Would make you get your closest fire mage to light it up.
Blizzard gave the players something good in Battle for Azeroth then wants to take it away. Faction agency.
No more are Alliance and Horde FORCED to hold hands to take on the latest big bad evil. The Alliance had our own interests and stuff to sort out on Kul Tiras. While the Horde had their stuff to sort out on Zandalaar. Protect Alliance / Horde interests from invading forces.

Teldrassil was a captured city with a people unwilling and unable to fight against the Horde. Teldrassil is an example of Horde “mercy” also what Horde will do when in positions of power.
Surrendering to the Horde will just allow them to repeat another Teldrassil.
