When i say newbie servers, i mean without many streamers, many 1st time players, and no high demands on guilds and on LFG for good groups.
Mirage Raceway is a very nice server for the most part 
I would say the RP server . Hydraxian Waterlords.
RP-folks have a tendency to be nicer than the zomg e-peen need lvl 60 for Deadmines Tank NOW kids

Any of PvE or PVE-RP.
Slower kind of folk there. It is like visiting grandparents, for some enjoyable but not for all.

I tend to agree with this about RP servers. The skill of the players isn’t as high as others but they are definitely the nicer, more welcoming players.
I seem to be in the top 10% being on Bloodfang. I like that. (Edit: dont tell them I had a two day headstart)
Also , no open world PvP. which makes questing easier. 
Nethergarde keep | PvE server.
I play here and were seem to be in general a chill lot who just wants to have fun leveling at our pace.
The AH prices especially for the low level stuff are very low so btw if that is important to you.
I do not know about first time players but I have had met several people who clearly were not big veterans.
Depending on your faction you could also try out our casual guild (mostly chatting or doing group content together).
what do you mean?
i play on Shazzrah and there are tons of people in every level so i guess there are a lot of newbies. how do you define newbie server?
