It’s not very intuitive, and I may be doing it wrong.
Go to Ruby Life Shrine.
Pick up two quests from Archdruid Humal (spelt wrong sorry).
Speak with Naralek (also probably wrong) and vote for something (I’m not that sure what, doesn’t really matter).
Wait for the next half hour, either on the hour or half past.
Look at the map you’ll see a firey portal to the SW.
Fly over to that. Kill Druids of the Flame for a few minutes.
A rare will spawn, kill that and loot.
Mount up then and open the map and see where the Rare is and fly over and kill it and get more loot.
When you get a quest to do 3 WQs, any in that zone will do (even Pet Battle one).

Order of activities is not strict. For example, after taking weekly quests from Hamuul, you can to start farming rares until portal with ‘main boss’ appears or to do three world quests.

I am currently using addons All The Things and Handynotes, so my map is plastered with icons lol.
I might have done quite a few more than three, 
probably need to slow down 
Just need a flaming druid to finish it. (sunburnt hippy tracking = on 
)
It looks like this event is designed to bring people back into levelling areas, which might help those below 70 by thinning mobs out and provide assistance with elite rares.
Really annoying, im just farming them for the Xmog, still 1 per week is really slow…
