Why can't I queue for Aberrus and HC dungeons

I can queue for Timewalking and normal. I even can queue for Vault of the Incarnates. But not HC dungeon or lfr Aberrus. My ilvl is 396, I newly dinged 70 yesterday.

I have relogged, I have changed characters, where other characters may queue. I have cleared cache and wtf.
