It’s been like this for ages. And also there were ideas how to fix this, like you shouldn’t get deserter debuff if a group of close people (of the same guild/friend/bnet list) vote you out because they tend to do that unpunished.
Each side can exploit the system to a degree, Blizz chose one side over the other, no compromise. Yes, you may pay for other people’s crimes, this is just like human history/nature.
