No, it happens more often between strangers than it does between people that has already chosen to play with each other and plays on the same server. It takes much more for players already invested in each other to implode, than it does for a randomly matchmade team, due to the social difference.
It also tends to end in a more non-toxic fashion for people who needs to worry about their server reputation than it does for people who there are no long-lasting consequences for like in for example this gigantic xrealm matchmaking pool where you forget the names of each other pretty fast.
In other words, people are less likely to behave badly and less likely to get angry when they are aware of the consequences for doing so.
The tolerance levels are inherently different.
