First of all.
OP, I think this is a very well thought out post and you describe the situation very well.
A few years ago, I remember a thread where I adamantly said that anyone who wants to do group content (well M0 and upwards) with other players should at least have the decency to either watch a 5-10 minute video or read the tactics before hand. I do it, and I expect others to do the same.
I remember getting responses like “I don’t have time, when the video is over the group will be gone”. I don’t ever remember that scenario where that has happened to me. When I start my session, I think to myself “I’m going to clear Halls of Atonement today”, I go to Youtube and search “Halls Of Atonement Mythic tactics”. I watch a 10 min video on what to interrupt and watch to expect of the boss tactics. Done. That’s it! Anything you don’t undertstand, just ask.
Now, with regards to understanding your class and skillset. I would say Normal, Heroic is learning the game, anything goes. M0 is learning the basics of the dungeon. +2 - +10 learning the basics of your class, +10 and above fine tuning.
If you sign up to a group low key group with lower than 226 gear. I will not invite you. The very least you can do is send yourself anima from your main to buy Zereth Mortis Gear. If you don’t have the anima to do that, imo you’re not skilled enough to join the group, get yourself in Heroics and gear up to above 226.
In higher keys 10-15ish. If you sign to my group and your armour is below average for that key. I don’t care if you have 2.5k main, you can use your own key to gear up. I want a smooth run. That doesn’t mean, that I won’t carry a friend on my own key.
I am 100% behind this. There are too many players brand new to the game who have heard that +15 is where it’s at, and sign up to keys that they’re not ready for.
It should be a (accountwide), process of unlocking. Complete this level, before being able to try this level.

Very true. But learning and failing at someone else’s expense? It’s just best to come prepared.
