But IF you really want a very weak argument… the Voldunai “alliance” , encompassing everything from vulpera, a non-hostile sethrak, caravans and the worshippers of Akunda, to individual groups of Zandalari exiles, literally everyone who is not a Faithless Sethrak and lives in Vol’dun
The Voldunai is in a de facto alliance with the Zandalari Empire
So by this connection - or more like association - a group of sethrak potentially could join the Horde, like how Kiro’s Caravan joined (more like tagged along) but majority of the Vulpera remaoined independent. Similarly, a group of sethrak who belives Vorrik’s ways are not really the best way to rebuild the Sethrak Empire, but not as racist, xenophopic and don’t have a superiority complex like Emperor Korthek and his “Faithless Empire” but want a more… militaristic approach of the future (a bit like the Pandaren followers of the philosophy of Huojin) and belives in the Horde idea of coalition of species.
Or a splinter group, followers of Sulthis, who belives the Keepers should continue the vigilance against Mythrax’s ilk, the C’Thraxxi and expand their protectorate from the Tomb of Mythrax to the whole of Azeorth and since canoically it was the Horde that defeated G’huun and Mythrax, it is logical to join them to hunt/protect Azeroth from the Old Gods and their C’Thraxxi warleaders

Every time I see someone scream “I want to play as (insert race here that appeared only once or at the most sparingly and contributes absolutely nothing to lore outside of the expac they featured in” I just say “Have you actually played the game?”
“Edit” Loving the “Zum Teufel”, I haven’t seen that phrase since reading old “Commando” comics where the writer’s knowledge of German stretched to either “Gott in Himmel” or “Zum Teufel” with the occasional “Schnell” thrown in, and the germans always died with an “arggh!” and the Japanese always died with an “aieee!”
