In my case as it happens to many people surely , we are players who play both factions especially when talk about pvp, where the racial abilities of the characters are an essential part of the combats.
If it is for the population, you can make a system like the current one but only let you create characters in both factions until the server is unbalanced again.
I hope you read this and think about this annoying mechanic.
