Tried UAC Virtualization on both the Agent and Battlenet App but nothing changed…

Had the same issue on Windows 11. Installed bnet and then tried to install WoW but “got the initializing…” loop. Rebooting the PC helped.
I had the issue where it would do the initializing loop. Checking the logs for the update agent it looks like it was constantly crashing with error 0xe06d7363 which is pretty non specific if you google it.
I managed to fix the issue by completely uninstalling World of Warcraft and the battlenet app.
Got the error again for the third time, so had to connect my old computer again to download the update and copy it to my new computer.
Blizzard’s probably losing alot of money from people not being able to connect to the servers. I wish there could at least be the option to download/update the game from another server since battle-net is so broken and buggy.

im having the same issue
i tried everything I deleted the bnet and tried everything I could read and still stuck at Initializing, with a folder that has 1,232 Files, and 11 Folders on the install location that never update or have anything new downloaded
all I can do now is just leave it and see what will happend
I’ve tried everything people mentioned so far with no luck (new admin user, disabling antiviruses, UAC exceptions and so on).
Only thing that worked for me was downloading WOW on a different computer (with Windows 10 instead of 11) and copying to my WOW folder and “fixing” the game through BNet.
After that downloads started working.
The only thing that will work is turning on windows safe mode, i tried everything else but nothing worked except this. Here’ how:
- Press the Windows logo key + R.
- Type msconfig in the Open box and then select OK.
- Select the Boot tab.
- Under Boot options , clear the Safe bootcheckbox.
Swiching region with a VPN work for me, i had Norton VPN with the Antivirus

returning player, tried everything suggested in this thread, used a vpn, deleted files, changed permissions, reinstalled battle.net, nothing works. I was excited to play Dragonflight but I guess it’s not meant to be.
I don’t know how to fix this.
This worked for me I downloaded the wow exe from https://www.blizzard.com/en-us/download/ run the exe battlenet app opened and the game started to download.
For me it’s a clean install
stuck now allso and nothing works.
i unistalled everything and restarted my comp. ran outside 5 times and shouted hubba hubba!
and now it worked.
I am surprised that worked. Normally you have to just leave it, and sacrifice a Pizza. Once the Pizza’s been sacrificed, its usually done. At least, for me.
Same problem, nothing seems to work
I tried it and that worked.
Step 1: Delete BattleNet and WoW.
Step 2: Reinstall BattleNet.
Step 3: Open with Offline Mode in settings. (Don’t enter with your id and password)
Step 4: Download WoW with your regions.
I just tried to empty the cache and change region, it doesn’t work
So, this worked for me.
At some point, instead of “Updating”, the blue button will say “Update” (this happens every 30 seconds or something like that).
Spam left click on the button so you can click right when it says Update (it disappears in a fraction of a second, you need to spam the left click so you can click it exactly when it says Update)

Yeah I see how fast this is getting resolved…
It’s not like you have 30+ years of experience as a company and more than half of them into WoW, but somehow I have to troubleshoot, debug and spend a whole day on every update just to be able to start downloading the game that I am paying to play.

Had same problem, but i fixed it.
- Uninastaled game
- Uninstaled bnet
- Clear all bnet programs/blizzard entertaiment ( Type %ProgramData% into the Run field and press Enter.)* copied from bnet guide.
- Flush the DNS Cache
- Restarted computer
- Downloaded bnet
- Happy downloading!
