In either case WoW is either not P2W but that definition or on a more nuanced scale it is pretty low down.
But higher skilled players already have an advantage over less skilled players. Would you deem that to be unfair?

You currently can in fact do by buying a boost with money. Let’s remember it’s all players and not just RWF players. Though atm we do have the awesome bullion systems that makes it way less attractive to pay for a boost. Would be great if blizz kept it.
Its absolutely on a scale. It just isnt Pay to win, firstly because there is nothing to win and secondly because no matter how much you pay, even if you paid millions you would NEVER have an advantage over the people that have to boost you through the dungeon/raid. Because they have already done it…
You could literally pull out a definition accepted by every dictionary in the world, and Binar would still pull something like this out:

Let’s see. I buy a mythic boost to get a weapon (we literally just had tons of these on the previous season).
I don’t buy a boost and don’t get a weapon without raiding with a mythic group and killing the bosses through effort and won’t even kill the boss many weeks in if at all.
Which one has a higher chance you will kill the boss and get the loot? Hmmm… i wonder.

There is no prize to win, there isnt an achievement i can get that says “Congratulations, you had fun!”
I dont get a bonus gold chest for having fun. There is nothing to actually win. But that doesnt mean that i cant enjoy playing the game.
