Useless? If it were useless, why are there a bazillion boosts being sold daily? And how is paying for what are incredibly expensive boosts, specifically via WoW tokens that cost RL money, to gain gear advantage at the least, NOT the definition of P2W?
Here’s a screenshot of ONE community I’m in, showing ONLY the M+ slice of boosts on the HORDE side only since the last time I took a look. The majority of pings are boosts, not random chat, since it’s forbidden to spam those channels.

Goldselling/boosting has always been a thing as far back as TBC for sure, but it wasn’t EVERYWHERE like it is now. People had to be sneaky about it and go to dodgy websites if they wanted gold or someone to level their character for them.
Ever since WoW token, the problem has become mainstream and people openly admit to either buying or selling boosts without shame.
It is what it is, because Blizzard made it that way.
It’s why professions will never be good again. It’ll completely undermine any sought after achievements/gear and generally speaking, the spirit of the game.
But it’s here to stay until the bitter end. (which make come sooner rather than later)
They can start to sell PvP/PvE TOP gear in shop. Why not? Or at least baseline - full conq gear without upgrade - u still need to grind rating. And M+ gear - u need to push M+ to upgrade. I will spent my gold VIA tokens on this, its much better than this pure boring gear grind in each of 16 slots.
This is so sad to hear, even at higher rating its rampant.
Nothing wrong with that , but I think people have to be honest when they do that so there wouldnt be any dramas turning around on forums.

Firstly its pay 2 progress, secondly its not really blizzards doing if 3rd party sources offer boosting for gold, which has always been the case.
If you think wow is pay 2 win lmk how it goes playing at 2.5 mmr after your boost 
Thats how politicians twist the language to justify obvious scam. Everyone here clearly knows what pay2win is and they also know that it perfectly applies to wow. We had this discussion before.
You can buy gold with irl money.
You can buy gear with gold.
You can buy achievments with gold.
You can buy progress with gold.
You can buy mounts/titles with gold, yes, glad mount too.
It IS pay2win.
