Because you are way over-extending the context of what they said. They acknowledged the need for small party group content. Such as Delves (with a party) such as M+ (5 man) as oposed to the massive 30 people raids. And you extrapolated that into pure solo content.

Everyone eventually ends up full myth track gear at the end of a expansion with catch up gear. Pure hand-overs. But right now? Impossible.
I see a ton of people with Myth track gear walking arround in Donorgal. And there is only ONE way to get it at the moment: M+ and Raids. And it has been like that for 20 years. Catch up gear is Hero gear, not Myth track gear.
And FYI: Mythic transmogs (for TWW S2) require mythic ilvl gear. So its BS that you got them.
However. If you want to tell me that you farm old raid for their myth track gear… OK… but that is not “myth track level” gear. That is like… 200 or more ilvl lower.
I can see your collections in the armory you know. And no. You dont have the myth track transmogs.

So its not about “solo” or “not solo”. Its about that group content in WoW takes a big time investment. And they will cater to those that dont have/want to give that time investment.
Which includes Solo players. But not exclusively solo players. That is why Delves can be done in a party and are not exclusevely for Solo players.
