Players today seem to want to rush to 60 and pre 60 BG’s are not happening enough for the low level rep gear to be enjoyed.
I don’t have a solution just hope its addressed.
Classic community is just garbage, that’s all.

Playing BGs doesn’t align with the gogogo mentality of the average player.

Why would people play BGs before 60? You have fewer skills, gear differences are bigger, if you have someone queueing before the last 2-3 levels of the bracket they are gonna be useless. Also the NPCs in SM are more worthy opponents than the average player in pre 60 bgs/AV.
To allow twinks with all types consumables and engineer items to have some fun killing normal people.
