Not a fan of RNG, and I don’t need a sleezy tactic like this to block us from reaching maximum potential.
This screams Titanforged all over again where getting your BiS wasn’t enough, you’d have to get lucky on the stats rolled AND upgrade it even more.

The arguments brought up there are far more detailed than my little rant:
The possibility to not get any bonus
The possibility to overwrite your own set bonus with a weaker roll
Like, gearing against this is just insane with the randomness and is going to fluctuate classes so much it won’t be fun.
These sets will be a complete disaster.
This is a fair point to be sure, personally I enjoy rng as I enjoy the dopamine base that it provides. Of course I am aware that this is a rare opinion, but where other tier sets have failed me and simply been unfun to deal with. I find it refreshing to be able to play my spec regardless of my tier set as this wont effect my rotation, I hope.
But again, I totally understand the argument of being unable to properly utilize every aspect of the set as well as the gearing process, and that for what I assume to be the majority it#s unfun. So to each their own I suppose.
These set bonusses remind me of the uninteresting azerite powers (ring 3 to 5) which I initially in the open beta of BFA (when it was ring 2 to 4) assumed to be placeholders for class specific powers and was actually a bit disturbed to see that no, these boring generic power boosts that might not even make sense for your class themetically are what they intended to push to live.
And no I’m not ready to roll the dice, Outlaw rogue is not a fun playstyle to me
It is the laziest bonus design you could possibly make.
It is leaving a door open to make stealth changes for places where they have not tested the stats properly yet again. Blizzard does not rely on RND anymore, everything is an algorithm.
I don’t know what to think about Blood DK four piece effect. If I recall correctly after the changes you are discouraged to use multiple Death Strikes as you only get healed once each event but the tier effect seems to make that ability, more or less, something you want to press in order to do more damage.
I might be wrong and misunderstanding the idea behind it completely though.
I don’t mind the Sub rogue tier effect and the Outlaw one eh… might have potential(?) though I’m not a rogue expert so that’s that.
It is, but I think this is Blizzard trying to minimise the balancing pain between specs. If they find one spec is gaining more/less than most from its set, they can dial down the proc rates without thinking too hard.
Also, tbqh, I’m a bit weary of having to change my playstyle every other season because that particular tier buffs talents I wasn’t using and now should. These at least seem a bit more passive procs and less like I will be actively trying to trigger them.
I don’t much like the RNG, especially for tanks and healers, but it beats the previous alternatives.
