I’ll just do the first few that came to mind.
Best:

Garrosh
Garrosh has always been my number one because he, at that brief moment in time, was the exact thing that I wanted the Horde to stand for. A relentless machine of war that would fight tirelessly to achieve its goals and provide a chance at a better life for its people. Garrosh was just the perfect character to keep the ball rolling and his moments of brutality, contrasted by his honor drew me in. Of course, now it is just a tragedy and the last good thing that the last True Warchief gave us to remember him by was a long awaited and very deserved verbal lashing of Thrall. (And the beating was pretty satisfying too, until the plznerf shaman CC came out) -
Vol’jin
Though I was saddened by the loss of Garrosh, I came to love Vol’jin after reading Vol’jin: Shadows of the Horde as it was truly the first time I really got to know the character and trolls in general. Until then, trolls had always been kind of “meh” for me, but learning about Vol’jin through that book opened my eyes to the character and the troll race as a whole. After learning these things, Vol’jin seemed like the perfect successor to the seat of Warchief. He had a healthy amount of viciousness and honor. He could calmly talk about philosophy while at the same time have no hesitation of brutally killing a foe and making them into a grizzly warning sign to any others that should cross him. -
Arthas
For my last pick of the best, I’m gonna fall back on the old classic. I don’t even need to say anything. The reasons are pretty apparent. Arthas has one of those perfect storylines of a characters good intentions leading into darkness. A classical fall from grace of the highest magnitude.
Okay. That’ll do for the best characters. Now for the worst.

Baine
Baine, Baine, Baine. If there’s anything that I hate in WoW, it’s the Peacekeepers. The “Break the Cycle” characters. I’ve always been bored to death by them and Baine is the worst of them all in my mind. Even more so than golden boy Anduin. Baine has just always had that hippie-esque feel to him that just bores and infuriates me. It is amplified by him being best buddies with Anduin, hanging out together like there isn’t mountains of dead soldiers from both sides that are barely even cold yet. But nooooooo, just hold hands and it’ll be a-okay. You’d think you would keep a respectable distance just out of principle. -
Thrall
Thrall hurts because he wasn’t always completely awful. Before he became “Go’el” he had this fine balance of peacekeeping and war-like character. He’d keep an overall peace, but would allow violence if must. It was exactly what a real leader needed to be. Someone who longed for peace, but knew that to carve a place for the Horde in the world, they would need to fight for it. Then… Well… He got his prayer beads and jedi robes and seemingly ascended to a realm above mere mortals. He always knew best. He was always the one in the right. And even now, after returning, he puts out that same feeling. Thrall knows best. He’s here to clean up the Horde. Oh boy. He might have lost his connection to the elements, but he’s still got that “Savior” feel all over him. -
Anduin
It’s been pretty clear for this whole list that I love the war aspect of Warcraft. It’s why I was excited for BfA, but… Well… We know how that turned out, eh? Anduin, though I’m strictly a Horde player and have pretty mild opinions of Alliance characters, has always been pretty displeasing to me. Varian was just warlike enough to keep that fire going, but Anduin is always whinging about the horrors of war. I thought, when the BfA announcement trailer came that he might have gained some of that fire from Varian, but the super sick lion helmet tricked me. It was right back to lamenting the war for him. It’s just awful. He’s just awful.
That’s the gist of my thoughts. I’ll also add that I loved Jaina in the beginning of the expansion, for finally showing some promise by adding another war craving character to the Alliance roster, but that’s all gone now. Tyrande and the whole situation with the Night elves is quite nice since they’re not getting over the events of BfA, well, EVER. It’s that kind of stuff that I appreciate. Letting characters be really REALLY angry and not forgiving everything. It provides conflict for both in-faction drama as well as serving as foundation for future clashes.
I think that’s what has been the most disappointing thing about the end of BfA for me. The fact that it feels like all that hatred and death is just swept out of the way. “Break the Cycle” indeed.

Genn, Ivar Bloodfang, Gazlowe, Thisalee and Mylune
I actually quite like Nathanos. He felt a bit overused in BfA, but given that he’s portrayed as the extension of Sylvanas’ will, that’s not too surprising.
I really enjoyed the Dark Mirror short story. There was some cool characterisation in there.
You know bros, I really wanted to like Anduin
Seeing him in the opening cinematic with the sick as all hell lion helm made me COOM at first, but seeing what I believe to be little-to-no progression with him again throughout BfA (he still doesn’t know what to do half the time, and it’s pretty obvious) has once again soured me on the boy king …
Similarly I also hope Bolvar does some legitimately cool stuff in the Shadowlands that rectifies the fact he looked like an absolute punk in the cinematic

I think they decided to scrap all the prophecy stuff in the most recent raid.
After you kill Il’gynoth again, Magni chimes in saying something along the lines off ( can’t find the exact quote )
“His prophecies have been known to drive men to madness – now that he’s dead, it’s best to put them out of your mind”.
Considering the three lie thing was a Illgynoth prophecy, the Magni quote almost sounds like Blizzard giving a cheeky lil wink to the players that now the Old God stuff is done, everything concerning them is gone too.
That’s honestly the most disgusting thing I’ve ever heard. I remember being SO hyped when I first heard Il’gynoth’s whispers in EN.
Back when the writing was decent
I didn’t get that impression at all. He legit tried his best, he clearly had used all he had by the point Sylvanas reached the summit considering he only had ice zombie warriors or whatever those are left by then. But no one can overcome the power of plot, and the writers wanted that result, everything else be damned.
I legit sympathise with him, I think he’s one of the most relatable characters so far. I bet he feels just as miserable with the writing as we do. Trying so hard and getting so far and in the end it didn’t even matter.

I had the same face as he did when the helm of domination was broken.
That thing was possibly the most iconic, most recognisable magic item in the entire franchise, and an incredibly cool design on its own. And now it’s gone, just like that.
It feels like sacrilege, honestly.

“Let’s drop a bunch of cool lines that are so vague they can mean almost anything and we can then maybe refer to later to pretend we were setting something up” has been Blizzard’s MO for a while. Azshara’s line about claiming the “true throne of power” is a recent example.
I wouldn’t pay too much attention to it.
Best, in order: Lich King, Lillian Voss, Deathwing (shame what they did to him in Dragon Soul), Jaina (up until 8.2 she had a solid and heartbreaking story arc, then it went down the drain) and lastly, Nathanos. He’s a for sure, always insulting the player and all, but he’s a relief from all the other characters. I think we’ve just been exposed to him a bit too much where he didn’t really do anything worthwhile, I believe if we actually got a story arc about him then it’d all be better, because he’s basically just a side-kick all the times we’ve met him.
Worst, in order: Anduin and Thrall have just become incredibly annoying Jesus-like characters at this point and until either of them actually does something interesting I’ll always consider them that. Kelsey got on this list only because of 8.3 and her endless “You’re just in time!”-voice line everytime I log into my alts, then we have Magni… Oh Magni, how could they turn you so bloody irritating? Lastly we have Ashvane. She was a poor villain imo, and her several escape-plans always bothered me because they’re just so stupid.
My top five character are probably Nazgrim, Kael’thas, Elisande, C’thun and Varian Wrynn.
My most disliked characters are Baine, Gallywix, Oculeth, Tyrande and maybe… That blind, half-Elf mongrel Illidan.
My top best:
Valtrois, Rommath, (new) Tyrande, Queen Azshara, Garrosh
My worst:
Anduin, Jaina, Baine, Female AU Thrall (can’t remember her name) and Sira.
