Heres a fun fact: high elf npcs in midnight exclusively use blood elf customisation.
Not a single one uses void elf stuff.
Blood elf npcs use blue clothing and blue banners.
Seems like the story is going to say that high elves intergrate into the blood elves.

Datamining says they are going home to live in a Horde capital. And Iâd be more than OK with it. It means they are leaving the narrative for the most part. Might see Veressa occasionally in her role as permanent sidekick to SOMEONE though.

The presence of the Alliance in Silvermoon is temporary as of the narrative but permanent for game mechanics, just as Dalaran floating over the Broken Isles is permanent for game mechanics but in reality itâs in a zillion pieces on the shores of KhazâAlgar. Even NPCs in Silvermoon apparently remind players that the presence is temporary.
The Blood Elves are not leaving the Horde. Silvermoon is a Horde capital. And there are already rumblings Blizzard may wish to return to a more hostile relationship between the factions at some point. Narratively, itâs a Horde capital. And so as the story moves on, Alliance High Elves will be living in a Horde capital rebuilding that city and civilization. Thatâs the end of their story.

Theres nothing that high elves in midnight have that blood elves do not. Both customisation wise and architecture wise. The high elf blue is a normal blood elf colour in midnight.
High elf blue is a horde exclusive housing option.
Void elves share nothing with high elf or blood elf npcs other than their skin tones in midnight.
So they seem to be leaning heavily towards blood = high at the moment.
If they wanted void elves to be the stand in, surely at least one high elf npc would use their hair.
