IF the high elves, which lean alliance, are in the story, resettling into Silvermoon, and IF a faction conflict breaks out again, than these alliance leaning high elves would effectively be hostages to the horde, or they would rebel against or petition their government to not aid the horde.
So, this opens the issues here, that Silvermoon is not a horde capital, in the same vein as dalaran ceased to be a alliance capital

ah, i see were you are coming from. Yes, high elves and blood elves are the same, we all know that. So it is fine to have the same customization among them. The issue is that high elves are politically not horde, but alliance. Thus the only real way to make high elves on the alliance playable, would be to make blood elves a neutral player option like pandaren, while void elves stay their separate completely changed thing
It was alliance until the council out voted Jaina. Also Silvermoon been Horde since 2007. There is zero lore justifications for it to change just because the high elves decided to be traitors.
Easiest solution would be that they not participate in future faction conflicts then, isnât it? Not called upon to fight the Alliance but at a minimum they shouldnât act against the Horde. Besides, it seems future faction conflicts will probably be more in the vein of what we had in classic than in BFA, i.e. a cold war with bleeding borders rather than all out war.

Quelâthalas has not left the Horde, and Silvermoon being open to the Alliance is, narratively, temporary. They even say it in the game. Silvermoon IS a Horde capital. I mean, the Horde iconography all over the place was the first hint reallyâŚ

A acceptable answer would have been: It was during the forming of the alliance in the second war up to the wrath of the lich king, after which it became neutral, only to be very shortly be alliance leaning while Jaina was in charge, which ended before Legion, after which Dalaran stayed neutral.
And Silvermoon has never not been Horde. the high elves having issues with the government is not our problem. Your place is in Stormwind not Silvermoon. Apples and Oranges here really. You take the cake for bad comparisons today.

How is that a lie? In TBC it was Velen, a alliance character, that saved the Sunwell with the core of Mâuru. And now it takes 3 alliance elven tribes to help 2 horde elven tribes to save the sunwell. So, saying the alliance saved the sunwell is a true statement.
They are not honest about their intentions and its obvious. They still canât get over the reality that Quelâthalas joined the Horde 17 years ago and chose to complain about it forever. Another reason why Blizzard wonât give in.
You need to move away from the idea Silvermoon is becoming neutral. It is not. The Blood Elves are and will remain a full part of the Horde. That the Alliance High Elves who chose to remain in Silvermoon following Midnight be allowed not to fight the Alliance so long as they donât act against the Horde seems a reasonable compromise, nor does it mean Silvermoon becomes neutral.
