It did indeed have both! And time pockets for a little while, of people who acknowledged SoO as having happened, and people who waited to host an in-game RP-PvP event with whichever Kor’kron felt like attending.
The Kor’kron Vanguard (I think?) persisted well into the 13 months of no-content after SoO was released, and I believe one of them survived into Warlords of Draenor to RP in the Iron Horde for a bit.
Personally, I think it’s time to abolish the warchief position. The Horde is simply too culturally, spiritually and morally diverse these days to be lead by one person.
They’re like tumblr social justice warriors given form. They fight anything that moves for any given reason and will never yield to any form of logic.
The guards are arresting this person? Better walk up and start screaming at them endlessly and attack them and then laugh a little and then walk away like nothing happened.
Having a council of Horde leaders standing on an equal footing would still make the story interesting, while avoiding getting us MoP/BfA 2.0 in my opinion. The current system has to change, as it obviously isn’t working.
And yes, I’m definitely seeing this “advising” happening. Sylvanas is just doing as she pleases. Same a Garrosh. Again, it is not working.
I like the idea behind Mak’gora within orcish culture, but it’s often just thrown about for no reason at least when I was roleplaying more often on the red side.
It’s hard work being a vendor in Orgrimmar, haggling gets a lot more intense when the end result is being challenged to Mak’gora by the customer who demands you reduce the price below the cost of the materials.
