Correct.
EU forums nowadays is a mere source of entertainment for some players or a place to complain about how unfair the game is with them without realizing it’s their fault they failed.

Until Blizzard allows multiboxing the issues (or better, exploits) will not stop.

Multiboxing

1. Cheating: Create, use, offer, promote, advertise, make available and/or distribute the following or assist therein:
2. cheats; i.e. methods not expressly authorized by Blizzard, influencing and/or facilitating the gameplay, including exploits of any in-game bugs, and thereby granting you and/or any other user an advantage over other players not using such methods;
3. bots; i.e. any code and/or software, not expressly authorized by Blizzard, that allows the automated control of a Game, or any other feature of the Platform, e.g. the automated control of a character in a Game;
4. hacks; i.e. accessing or modifying the software of the Platform in any manner not expressly authorized by Blizzard; and/or
5. any code and/or software, not expressly authorized by Blizzard, that can be used in connection with the Platform and/or any component or feature thereof which changes and/or facilitates the gameplay or other functionality;

If the Multiboxer broke one on those rule, then it could be ban; if not, Blizzard cannot do anything.
However, his behavior could be classified as griefing. If Blizzard decides to take action it would not be because he’s Multiboxing.

Behaviour that intentionally detracts from others’ enjoyment (such as griefing, throwing, feeding, etc.) is unacceptable. We expect our players to treat each other with respect, and promote an enjoyable environment. Acceptable behaviour is determined by player reports and Blizzard’s decision, and violating these guidelines will result in account and gameplay restrictions.

While we encourage you to report players that are behaving in a disrespectful manner, falsely reporting another player with the sole intent of restricting their gameplay is also unacceptable, and will result in penalties to your account.
