I’m afraid I cannot go into detail on what is behind it all and I’m sorry if I wasn’t clear enough before, we can help with the boost when contacted so please reach out to Support if it’s affecting you.
I contacted support, and this is the answer I received:
Sorry for any confusion about the Boost purchase! While the WoW Token is restricted to WoW licenses matching the same region as the Blizzard account, Boosts are not restricted this way. However, there is currently a known issue with the in-game Shop which is accidentally directing players on cross-region WoW licenses to the website, which of course indicates Boosts can only be purchased in-game.
While we do not have a workaround available right now, rest assured our developers are well aware of the issue and actively working on a fix. In the meantime we really appreciate your patience!
… So should I put in another ticket, Tritambarum? Because I’m still having issues buying a character boost.

Still having this issue as of September 2020, really hope this “we are close” is real and not just corporate talk to shut us up…
Can confirm, made a in-game ticket to speak to a GM and they had me purchase B.net Currency that = the cost of a 120 boost, then had to give them permission for them to use the currency to grant me the 120 boost on the account - so ticketing them and explaining clearly what your problem is seems to be the best route to get help till they have the issue resolved .

So I just had this problem myself, so I guess it wasn’t dealt with.
It won’t be dealt with if your account address is from a different country you are trying to pay from.
Its the currency the shop charges you in, if its not an EU region currency (EUR, GBP or RUB) it won’t work. They added some extra limitations with the SL character boosts that make it impossible to buy them cross-shop, presumably since with BfA boosts you could bypass purchasing them by adding more licences to your bnet for a cheaper price, this is no longer possible.
However you are able to get a boost by loading as much balance as one would usually cost with your home currency and then contacting support. I was able to do this and can confirm it works.
Lol why isnt this fixed doesnt seem hard to fix at all, if we are allowed to purchase shadowlands out of the ingame-shop let us purchase boosts out of the ingame-shop
No one can say… its a “perk” of blizzard moving all character services purchases to in-game only. Why they did that who knows, but if you really need a boost there is a way to get it as annoying as the work around is.
I contacted support and they said that they couldn’t help me basically, is there anything else I can do?

Can you please check your Support thread again. We will look to make an exception in cases where this issue is affecting a player purchasing a Character Boost across regions.
So its now March 1st 2021 and we still can not purchase a boost cross region
How seriously is the team taking this? because I fail to see how almost a year later a solution has not been found for what seem like a pretty simple issue to fix.
Our paid subscriptions include access to these features and if we aren’t given access to all of it we shouldn’t have to pay full price

And it not a simple fix, it’s probably to do with legal issues.
What legal issues could there be when shadowlands, mounts, transmogs, pets etc can be purchased via webstore and Bnet app cross region?
The heroic and epic shadowlands bundles have a boost in them, so the fact it can be provided outside the in game shop via a bundle means its entirely possible to offer it as a stand alone purchase via web shop and Bnet.
I honestly think its less a legality issue and more that its been placed low on their priority list
